Whenever a nation is in civil war or etc... a portion of the population may not want to fight. Even if that population is just 1%, it might mean 10k to million of people moving. As a result, we should set an international policy to solve this problem. Whenever a large portion of the population of a country is leaving or being in danger, the international community has a right to claim a piece of land of the edge of a country and use it as a safe heaven for people that does not want to fight. Anybody in the country can go to that spot and they will be safe(eg they will remove themself from the civil war or etc..). For example in Syria, someone can park a battle ship and create a safe spot while the rest of the country fight. With rule, the Syian government might do this themselves.
