Throughout U.S. history, communities of people from foreign lands have made new homes in America, and brought new culture and identities to many regions. Most recently there are great success stories for Bosnian and Sudanese communities in the Midwest that have brought pride to their new found neighbors.
If instead of aid for refugee camps abroad, utilize existing abandoned housing, national guard (or returning troops) as added security forces, and create employment with avenues for citizenship.
Employment opportunities could include basic city services, residential demolition crews, urban agriculture, teachers inside of each cultural community, and many of the other basic businesses and services exemplified in other great successful areas like the Twin Cities and St. Louis.
