It's as ambitions as the creation of the Eisenhower interstate system. The idea is just as trams and light rail can pick up electricity through electromagnets to charge batteries while running at the airport while using electric motors to drive wheels and tires. Why not have automotive engineers develop an option for a "range extender" which adds an electromagnet pickup in the undercarriage of electric cars and then put a series of electromagnets in the road way to charge the cars as they drive themselves by staying aligned. You could use any green energy source, including nuclear to extend the range of electric cars to infinity. To start set up toll lanes in which you are billed through an easy pass system. Have states tax it to make it profitable until they complete the network.
