Create an investigation into the illegal whaling activities in the Southern Ocean Whale Sanctuary.

Each year, a group of Japanese fisherman travel to the Southern Ocean Whale Sanctuary disguised as Research Vessels to kill hundreds of whales. The ships are protected by the Japanese government and have security ships accompanying them down in the sanctuary.
