Create a Job Corps for unemployed Americans.

Currently, many Americans are on long-term unemployment. A new Job Corps should be funded primarily by current federal unemployment insurance fund(s), to make jobs immediately available to unemployed persons who have had barriers to workforce re-entry due to the time they have had as unemployed job seekers or due to economic conditions. The Job Corps would fund various positions of need (and not only watershed, wildlife and soil conservation positions such as those of the Civilian Conservation Corps [1933-1942]). In the case of private sector positions within Job Corps, employer contributions would make up the remainder of the salary and any benefits offered by the employer beyond federal (unemployment insurance) funding of the position. Participating agencies must also pay the remainder.
