Create jobs by allowing companies that bring foreign jobs back to US to pay less tax on repatriated corporate profits.

Two conditions affect this petiition. First, foreign workers perform many functions and duties that can be performed by US workers. Second, almost $1 trillion of profits earned by operations outside the US sit on the books of US corporations. These profits do not flow back to the US partially due to high US tax rates. If channeled back to the US, these funds could be invested in the US and contribute to job creation and economic growth. The US tax code should be changed to allow companies that first bring home jobs and increase their employment in the US to then bring home their foreign profits at a lower tax rate. Extending this proposal a little further, companies that turn around and invest those repatriated profits in the United States of America, should earn a further tax break.
