Propose legislation to create jobs by giving employed persons one day of paid Birth Day leave per month, assigned by numerical day of birth. An employee born January 1 would take leave on the first day of each month, and so on. Birth Day leave would be in addition to existing leave including weekends, holidays, personal vacation and sick leave. In months where Birth Day leave falls on a weekend, holiday, or any other day not scheduled for work, no additional leave day would be given. Birth Day leave could not be accumulated, traded, or deferred for later use. Employers would be required to hire one additional employee per existing 25 employees to cover Birth Day leave workload.
