Create jobs with a national program that would pay workers to fix our massive infrastructure problems. This program would be similar to the former Works Progress Administration. It could be modeled after the military or AmeriCorps programs such as the Volunteers In Service to America (but paid). Workers' salaries would come from national lotteries or a tax based on expenses usually incurred by higher tax brackets, such as the tourism industry. A national rather than statewide program would enable workers to locate anywhere in the country where there are urgent needs for infrastructure work. Workers would be trained on site. During the Dustbowl, men were willing to undergo the hardship of separation from their families in order to work. The longtime unemployed might agree.
