The cops program has been used by Bill Clinton and Obama to help cities supplement there police departments, which creates middle class jobs.
People working can pay taxes and increase GDP and close the housing crissis. Welfare to work created many jobs during the Clinton Administration.
Also, instead of unemployment insurance, I believe Full Employment insurance would help fund jobs creation.
