Create the John Doe Act. Simply stated require that all mass murders become John or Jane Doe.

One of the root causes of mass murders is the press the killer sees themselves receiving. By enacting legislation that removes a killers name and turns them into John or Jane Doe it will remove part of their motivation. A simple act that ensures that a killer no longer becomes part of the story. When I think of a mass killing I want to remember the victims not their killer.
