In a new treaty to be signed by the United States and Cuba, the US will transfer its perpetual lease over the land of Guantanamo Bay to the nation of Cuba who will inherit joint administrative control over the land. This bilateral power will enable the creation of a new charter city in southern Cuba. The benefits that come from this are as follows: the closing of Guantanamo bay - a controversial and dark part of our government, gained leverage with the LAC, gained leverage over china and Taiwan (a nuclear threat), an example for the Cuban regime of what a democracy holds. The Cuban regime recognizes that the process they currently have is not working. This joint creation will not lift the embargo, but will create a city much like Hong Kong that will be a cultural and intellectual center.
