To create a "Kids before Cons" law. This law bans any state from spending more money per prisoner that per k-12 student.

I would like congress and the President to consider creating a law that prohibits every state from spending more tax payer dollars on its prisoners than it children. A fact that is not disputed by anyone is that a overwhelming majority of prisoners do not have proper education. This limits the livelihood that they can expect. I believe that if we invested more in preventative measures that in punishment, it would provide opportunities that were not available before. Here in the state of Ohio, we spend $25,000 per prisoner and $10,000 per child. I would be happy with an even split of $17,500 for both. We could hope that this will stop or at least slow the cycle.
