Create a law banning Female Genital Mutilation for any female under the age of 18.

This law would prevent the cutting and specifically the removal of any part of the genitalia belonging to any female under the age of 18 unless deemed absolutely necessary by two medical doctors to save the genitalia from being amputated or to save the patient's life. By doing this unnecessarily it produces health risks and goes against many human rights issues that include informed consent. It is extremely painful as most often anesthetic is not used and wouldn't e very effective at all due to the high amount of nerve endings and receptors. This law would also prohibit the same act for males under the age of 18,
