Create a law that doesn't allow cell phone companies to lock cell phones.

DO not allow companies to lock cell phones, as a consumer I pay for the phone, it is ridiculous for it be thrown away because I choose not to do business with the company where it was purchased. This scam has gone on way too long and taken way to many of our resources to manufacture cell phones.
