Create a law that forbids the makeup of Congress to consist of more than 33% of any one political party.

The problem with our government is that bickering among representives of opposing parties retards any chance of positive change. This is because the elected officials aren't representing Americans, but representing American parties. That is a grave error. The constitution was written for the people, not for the parties. Since, at any given time, 3/4 of Americans dont belong to any one party, they all suffer. This measure cures that problem as it removes the possibility of domination in our Congress by any single entity.
