Create laws that would hold shippers and receivers of truck freight partial responsible for drivers and trucking companies violation of DOT HOS. Many companies are taking extended time as many as eight or more hours to load freight where drivers can't get proper rest. Then these drivers are pressured to make delivery on time causing them to be in violation of HOS not to include a danger to public safety. These companies don't care about HOS or public safety. Laws that would penalize these companies where proven a driver to be in violation of HOS due to excessive loading/unloading times and hold them partial responsible would make them more aware of public safety.
