Create a law that if any professional sport does not end a lockout in 60 day or less they forfeit the next two seasons

In the last two years we have seen lockouts kill half a season for the NBA, force the NFL to use replacement officials and now the NHL has canceled a third of their season. I say it is time for congress to take action and create a bill that if a resolution is not reached and signed within 2 months or 60 days of the lockout beginning that the respected league should then be banned from playing for two seasons as a penalty to both league owners and players, coaches, and officials unions. This course of action would force both sides to meet and agree quickly to terms seeing as to how money is the driving force behind the lockouts and a two year suspension of the leagues play will hurt the leagues pocketbooks as well as parts of the economy this is done to help agreements be reached quickly.
