Create a law (or rule in Congress) to prevent the addition of amendments unrelated to the core content of a bill.

In light of the recent attempts of Senators attempting to add an anti-abortion, Obamacare repeal, and gun regulation amendments to a Cyber Security bill, I would like to propose that a law, or internal rule in Congress, be created to prevent this from occurring in the future.

It is unproductive, wastes time, and can kill a bill that, in its original form, may have had wide support and would have passed.
