create a law to protect against harassment based on sexual orientation

I would like to petition Obama to create a federal law regulating the harassment of any and all citizens of the United States of America based on their sexual orientation. I have noticed that bullying stemming from sexual orientation has become a large problem lately and I want to put a stop to it. There have been many instances where schools did not take action as they classified harassment as "sexual orientation harassment" which is unfair to any and all individuals being harassed because of their sexual orientation.
