In the United States, there are currently no laws protecting full-time employees of staffing agencies from being exploited by job sites at which they've continued to work long term in a full time capacity. Typically, staffing agencies offer individuals employment opportunities that begin as temporary or seasonal, but often times the employees will stay on after season, becoming a long term placement in a full time capacity. When companies choose not to hire on these employees, they remain without any paid sick time, or vacation time which can weigh heavily on an individual, knowing if they get sick they cannot prioritize their health needs or they risk not being able to pay their rent, utilities, etc. These are benefits that should be offered after a certain period of full time work.
