Create a law that requires juvenile deliquents to serve in the military.

There are too many juvenile delinquents who are causing too trouble but are not being punished severely and are not learning their lesson, causing them to continue with their delinquent acts especially with the rise of the game known as "Knockout" where they target innocent people and try to knock them out. We as people should not be living fear as we go about our daily activities. Something must be done on the top level as it is starting to spread nationwide. I propose that juvenile delinquents who commits a crime, whether a felony or a misdemeanor should be required to serve in the armed forces for 4 years mandatory rather than being sent to prison. This would force them to get their act together and be more responsible instead of wasting their time targeting innocent civilians.
