Create a Law Requiring All Congressional Candidates to Undergo a Mental Health Evaluation Before They Can Run for Office

We need a law requiring all candidates for office to be examined by a bi-partisan team of psychiatrists and given a clean bill of mental health before being allowed to run for office. I feel we need this law because if a candidate believes that we can't have wind power because we will eventually run out of wind or that the United Nations is a scam to control life, they need to have their head examined.
