Create a law requiring all those wanting to have a child to prove their financial capability do to so.

We should require all teenage girls to get birth control shots along with their immunizations. Anyone looking to procreate should have to submit proof of their financial and mental capabilities to raise a child. It's unbelievable that people already on food stamps can just have another baby and apply for more benefits. These people should have serious consequences, and SHOULD NOT be allowed to have kids. Too much of our tax dollars are being spent on taking care of peoples kids whose parents can not afford to handle their own responsibilities. There is nothing to deter them from having more, in fact if they do they receive more benefits. At the very least, those on food stamps should be forced to get birth control or denied further benefits if another child is conceived.
