Create a law requiring Sanctuary Cities to compensate victims of felonies committed by illegal/undocumented aliens

Where As: Sanctuary Cities create a confusing patchwork of legalities and lure in illegal / undocumented aliens. And Where As: Illegal aliens that commit felonies are held to lesser punishment requirements. We the people request that Sanctuary Cities, Counties, States who harbor illegal / undocumented aliens by selective inforcement of existing immigration laws or by the disbursement of benefits pass a 3% sales tax on the citizens of those Sanctuary Cities, Counties, States to create a "The Steinle National Relief Fund" that will compensate the victims of felonies carried out by illegal / undocumented aliens living inside the united states.
