Create a law suspending the pay of Congress until a balanced budget is passed. This would be in effect every fiscal year

The state of California has a law mandating a balanced, sensible budget be passed every fiscal year. Members of our Congress lose their pay for every day this budget is not passed. Perhaps Congress would be more inclined to listen to their constituents once they too had their pay cut, similar to what will occur if they continue their inaction.
