If someone uses a firearm in a crime and the shooter does not own the gun - then the owner of the gun - if he/she did not properly secure the gun should be held accountable as an accessory and be charged with a crime. This would ensure all guns are properly stored so they do not get into the hands of deranged people. I believe in the right to bear arms if the owner takes this responsibility seriously and properly secures all weapons when not in use.
