to create a law where those benefiting from government assistance to do a certain number of hours of community service.

By having those who are receiving government assistance have mandatory community service hours based off of their level of assistance, this provides an opportunity to give back to the community and make it stronger. It would allow people to explore interests in the community which could apply to future employment.
