Create laws and requirements for cleaner vehicles and power plants

In New York State the government pays for some of the cost for CFL bulbs. We don't have the same for electric cars we have tax breaks but no instant savings. We the people should also get more of a instant savings if we turn in our vehicles with less than 30mpg. Also coal plants should be decommissioned and replaced with hydroelectric, solar, wind, or nuclear. Require companies who emit harmful carbon into the environment to plant trees to match the damage they have created
