Create laws banning the use of K-9 officers for detaining suspects

The use of K-9 officers in the apprehension of suspects should be limited to scent tracking only. These dogs should not be trained to attack civilians as it is a form of strange and unusual punishment. Though dogs have been used throughout the history of law enforcement they should be used in this day and age in a capacity that doesn't involve maiming and mauling a suspect or in some instances that have occurred innocent civilians and even children. It is an archaic and violent practice that has no place in a civilized society. It should be illegal for any police officer to allow a trained dog to violently attack anyone and there should be laws banning even training the dogs to attack. We don't allow street criminals to do it with fighting dogs and we shouldn't allow our police to either.
