create laws clearly defining CORRUPTION and lack of performance among elected officials and outlining specific penalties

I would like Congress to clearly define what corruption is for each office as well as mandatory performance criteria for each office of elected and appointed government officials, chairpersons, deputies, appointees, and so forth. Having these definitions clear and established, I would like to see mandatory penalties and sentencing which cannot be undone by midnight Presidential pardons.
