Create Laws to Help End Violent Culture by charging parents of Minors charged with Violence with accessory to the Crime

If a Minor or Person Known to be mentally Ill, is charged with a Crime of an Act of Violence resulting in injury or death, then the parent or guardian of said person is to be charged as an accessory to that crime under one or both of the following conditions:
1) Violent Entertainment sources, such as movies and Video Games, are found in the parent or guardian's home to which the perpetrator had ready, easy and regular access to.
2) If the violent act was committed through the use of a gun or explosive device and the perpetrator had easy and ready access to them, and/or built or assembled them, in the parent or guardian's home.
