The Pet Overpopulation problem is a problem everywhere. Current laws are not sufficient to minimize the 7 million unnecessary deaths of healthy companion animals across the USA every year. Please make a legal definition of what constitutes as a Pet/Companion Animal vs Live Stock/Breed Stock and make people desiring to breed their pets obtain licenses and pay the cities they live in fees to create litters, create a registration system where each either pets or breed stock can register and have regulatory laws, and make a mandatory Spay/Neuter law for pets/companion animals.
