Create Legislation to allow homeowners who are behind in their mortgages to become temporary renters.

This petition would allow homeowners who are behind in their mortgages to become renters. Payments on their homes would be reduced to prevailing rental rates or 1/2 of their current mortgage payments. The homeowners would no longer receive the mortgage deduction, nor would they be responsible for property taxes (banks, or other lending institutions will be responsible for taxes). The homeowners will be allowed to rent until the price of the home increases to the amount owed. Once the homeowner is no longer under water, he/she will be allowed to sell the home or reestablish their mortgage payments at prevailing interest rates.
