Create a system where a tax paying individual can block the taxes collected from that individual from being used for foreign uses.
Qualifying uses to include, but not be limited to:
1) Foreign Financial Aid, listed by country to receive said funding
2) Foreign Rebuilding, listed by country to receive said funding
3) Contributions to a foreign charity
4) Contributions to a foreign organization, of any kind
Non Qualifying uses (cannot "opt out") to include, but not be limited to:
1) War funding
2) Foreign aid for medical purposes only.
