Create legislation for Cell Phone Co to lock out texting functions while in motion.

Cellular phones have both, accelerometers and gps equipment inside of them. The devices knows when it's in motion. Why don't the manufacturers put some hardwired code in the phone to prevent texting while the phone is in motion? This would prevent people from texting while driving saving many stupid peoples lives. This would also save a lot of anger and frustration from stupid people bumping into others because they have to walk and text and can't pay attention where they are walking also. So, please, let's get this enacted so that we can help prevent stupid people from being stupid. (They say you can't prevent stupid...here's one way)
