Create legislation to clear criminal records after 15 years for ex-offenders who committed non-violent petty offenses

Currently, there is no legislation and never has been to clear an ex-offenders criminal record after they have been rehabilitated. A criminal record will keep someone from achieving their goals in school, licensing for professional careers and from moving forward in life. Most ex-offenders serve a life sentence in the eye of the public, even after their debt to society has been paid. I propose that the Federal Government complete a record wipe of an ex-offender after 15 years of good behavior for a non-violent offender which could include offenses like petty theft, bad checks, drugs, etc. There are good people out there who have made bad choices as young people and the current system is punishing them for the rest of their life. This will help ex-offenders to be productive citizens!
