create legislation that combines investing in in-vitro meat research with subsidies for farms to naturally raise beef

As a student at MSU in an ISB 208L Class, we have been inspired to create a piece of legislation that combines investing in in-vitro meat research with subsidies for farms to opt to naturally raise their livestock with corn feed instead. This two-pronged approach will allow small-area production of in-vitro meat in present time supplemented by naturally-fed livestock, and in the long run will lead to mass production of in vitro meat and a lowered reliance on livestock. The lowered reliance on livestock will lead to lower greenhouse gas emissions from things such as methane.
