Create legislation eliminating, "pork" or any "attachments" to legislation.

Create legislation to require all bills presented in Congress to be "clean" and have no "pork" attached. Any bill passed by one body would need to have timely action taken by the other. No more, "the House/Senate didn't vote". No member would be able to attach funding of a specific project to a larger bill. Should a specific project require funding, The Federal department that oversees the project should request the funds. No elected official involvement should be required/allowed.
