Create legislation protecting pets in disaster areas with a focus on reunification and owner rights.

We respectfully request federal legislation be brought forth outlining protocols and procedures for handling of animals in a disaster area. This legislation/re needs to set forth a chain of command, as well as an established point of shelter and vet care for any animal within the disaster area. These regulations need to apply to those in the public and private sectors, including any emergency responders, volunteers, private persons. It's there are consequences (perhaps criminal) for those who remove a pet from a disaster area.
Ideally, the current disaster preparedness plans currently required could be amended to require coverage of pets. Most importantly, pet reunification must be the goal of these changes including a period of right of return to the owner
