The popular vote is used in almost any situation for good reason. The electoral voting system creates a lot of problems. Some voters won't vote because their party is expected to win their state by 30% points. Also, political parties tend to ignore those states expected to have one party win easily. The campaigning ( and it's super pac cash ) will be concentrated in select states. This does have effect on the POPULAR VOTE count.
