Create legislation that requires politicians to give unused campaign funds as donations

All funds received and spent by a politician during the course of a campaign must be recorded by political campaigns. Any money that is not spent by the campaign over the course of the election must put all proceeds towards paying off the country's debt, a local government need (for example: schools that need money) or a charity that has been accepted by the FEC as a legitimate charity.
