Create Legislation Requiring a Literal Interpretation of The Second Amendment to The U.S. Constitution

In view of the fact that there seems to be a desire to interpret literally the 2nd Amendment regarding the "Right to possess and bear arms", and that there also needs to be some control over the distribution and use of modern firearms as it pertains to the safety of the general public, this petition proposes to adopt a literal interpretation of the 2nd Amendment to the U.S. Constitution and permit every household and qualified individual the right to possess and bear only muzzle loading single shot long guns and side arms. Adoption of this petition would make it illegal to possess and bear any personal firearm capable of firing more than one round without reloading. Exceptions may be allowed for police, military and other qualified security agencies or organizations, and hunting purposes.
