Create legislation so that Congress does not get paid unless a budget is passed for the fiscal year.

Because of our Congress and Federal Governments failure to pass a budget in a timely manner last year, We the People of the United States of America, believe that our government should be forced out of partisan stalemates. To ensure that the least amount of American people are affected from such a disaster as the one many government officials experienced due to the government shutdown of 2013, We believe Congress should receive no form of paycheck or any form of payment if they cannot successfully pass a budget for the fiscal year.
In essence congress should not be exempt from poor job performance.
