Police K-9s serve with officers and risk their lives just as any other police officer. They should be treated as officers, not equipment and attacking or killing a K-9 should receive the same punishment as any other crime against a police officer. It is unfair and dishonorable to treat these loyal animals as "equipment". Any one who kills a police K-9 should be treated as having murdered a police officer - and receive appropriate punishment. Anyone who harms a police K-9 should be treated the same as if they had attacked any other police officer.
Police K-9s should also have the same level of health insurance as any other officer so that if they are injured in the line of duty, their medical bills are paid instead of their handler having to pay out their own pocket.
