Under new legislation, employers who use temporary employment agencies would be required upon hiring to give a time limit on temporary status of not more then 6 months before they would be required to hire employee on as full time with benefits. Misuse or abuse of the system would be illegal and companies could face fines and penalties.
Currently companies are using temporary staffing agencies to hire employees however with current legislation there is no time frame on what is considered "temporary". Many companies continue to employ these individuals full time for many years without providing medical, dental, vacation, sick leave or 401K. This is a miss-use of the system that allows companies to get away with not paying benefits to employees to fill positions that are not "temporary
