Create legislation that would help kids of fathers on disability from hiding behind it to keep from paying child support

I have a child and his father is on disability I cannot get child support from him cause he is on disability. there is nothing physically wrong him, he has a mental disability, yet he hides behind the fact he has a disability to not pay childsupport. I think if they are physically able to have kids then they should pay for the kid.
