Create a lifetime "opt out" for people who do not want to pay taxes.

Create a new category of permanent resident for people who do not want to pay taxes. This would be a life time "opt out" status and would make them permanent residents rather than citizens. They would receive no benefits such as social security, disability, disaster aid or any form of government assistance. This would include college loans or grants, health care or anything involving government money. No crop subsidies or business loans. The decision to take this status would be permanent and non revocable.
