Create a "Manhattan Project" for alternative energy production research.

Access to energy is a major source of conflict throughout the world. A program should be developed, along the lines of the 1940's Manhattan Project, to research, develop, and implement alternative energy sources and production methods. Sections should include, but not be limited to replacement for major energy plants, medium scale energy production, energy transportation, and mobile energy production. Government funding for programs should be subject to government patent rights, or rather be licensed as public domain. Research in plentiful, non-invasive, and cost-effective production should be paramount.
