Congress needs to pass a bill that all federal elected officials have a maximum pay. The best way to figure maximum pay for a federal elected official is:
1. Add of the their constituent's pay
2. Then subtract the official's constituents on government benefits excluding social security and disability.
3. Then divide that number by the total number of people in both 1 and 2.
This will give a max pay of what an elected official can receive for their duty. It will also give them an incentive to get people better paying jobs and help people get off welfare and unemployment.
