In the 2012 cycle of elections in the House of Representatives, Republican candidates lost the popular vote yet retained a majority in the house. This issue can be attributed, mainly, to harmful gerrymandering that occurs every 10 years that allows politicians to ensure a party retains a congressional seat.
When John Boehner can claim that the president doesn't have a "mandate" for legislation despite winning the popular vote and electoral college, he is out of his mind. It is difficult to imagine that House Republicans can currently push their ideas based on their majority when evidently their platform was not the majority that America voted for.
Hopefully, the president can engage in meaningful reform to not let current seat holders affect future elections in their party's favor.
